G02 - Operation Warp Speed: Best Practices, Lessons Learned, and the Supply Chain
Operation Warp Speed (OWS) formed as a public–private partnership to facilitate and accelerate the development, manufacturing, and distribution of COVID-19 vaccines, therapeutics, and diagnostics. Department of Health and Human Services (HHS) Biomedical Advanced Research and Development Authority (BARDA) provides requirements and technical/scientific expertise; DoD JPEO Chemical, Biological, Radiological, and Nuclear Detection (CBRND) and Army Contracting Command provides staff and expertise on contracting, program management, supply chain, logistics, distribution, and manufacturing. OWS: · Promotes the advanced development of medical countermeasures to protect Americans and respond to 21st century health security threats. · Is critical to the success of DoD and Federal COVID response. · Provided rapid support to Joint Force to resume operations. Procured critical supplies for Army, Air Force, Navy, SOCOM, Army Reserves, and National Guard. · Developed and fielded COVID-19 diagnostic assays and kits. · Funded clinical trials, invested in rapid manufacturing scale-up, and guaranteed a customer for the eventual product by purchasing doses contingent on a successful clinical trial outcome. · Continues to implement strategic roadmap to enable near-term onshoring of the CBRN MCM portfolio following detailed supply chain assessment. Effective use of OTAs, TIAs, CSOs, and BAA were instrumental in achieving OWS’ goals. Interagency collaboration and communication were key to assisted acquisition success. Many lessons can be derived from this national emergency response, and it is important to document and share them for possible use in future efforts.

E01 - The Contracting Officer’s Guide to Selecting the Best Contractor Team Arrangement (FAR 9.601) for Your Program
This session is intended to give contracting officers practical guidance and suggestions on how to incorporate the right kind of teaming requirements (or limitations) into their solicitation per FAR 9.601 and the updated small business regulations. The presenter will cover a variety of topics including practical guidance for how you could encourage teaming. There is often a significant amount of confusion around FAR 9.601 (Contractor Team Arrangement) on what is allowed, not allowed, and even encouraged from a teaming perspective. Usually, teaming is discussed from the perspective of industry, yet it is the government that takes on the risk when teams are formed to support a program. Now, with the updated SBA regulations (November 2020) around joint ventures and the All-Small Mentor Protégé program, industry has even more options and flexibility at their disposal, perhaps at the government’s expense. With the wide array of teaming options currently available for companies, how does that affect the government? What if you want to limit your risk by not having to allow or evaluate every subcontractor or awarding to joint ventures that might introduce risk for your program? P2SM: Innovation Alley - Defense Logistics Agency RPA
DLA Information Operations is providing dramatic improvements in accuracy, cycle time, and productivity in transactional processing with the use of software “bots” powered by robotic process automation (RPA). Process owners across the agency are increasingly finding that these bots are playing a prominent role in reducing interruptions and the negative impact errors have on buying power.
DLA has completed over 110 automations since 2018. Over 90 of those have been deployed for ‘unattended’ execution, which means that the RPA bots initiate and complete the automated processes fully autonomously without the need for human interaction. The Enterprise RPA team currently has a backlog of over 25 automations, which are prioritized monthly by the DLA RPA Steering Committee. As the nation’s combat logistics support agency, the Defense Logistics Agency manages the global supply chain – from raw materials to end-user to disposition – for the Army, Marine Corps, Navy, Air Force, Space Force, Coast Guard, 11 combatant commands, other federal agencies, and partner and allied nations. DLA also supplies 86 percent of the military’s spare parts and nearly 100 percent of fuel and troop support consumables, manages the reutilization of military equipment, provides catalogs and other logistics information products, and offers document automation and production services to a host of military and federal agencies. P2SM: Innovation Alley - CACI "FARboto"
CACI's Procurement Organization recognized an opportunity to use Robotic Process Automation (RPA) to simplify one of the most common processes within the contracting space: reading, distilling, and flowing down FAR- and DFARS-applicable provisions to subcontractors and suppliers. The procurement team, working with our internal RPA Center of Excellence, used UiPath's software tools to develop and deploy an RPA robot called "FARboto" to seamlessly read (via optical character recognition, or OCR) prime contract docs, special provisions, and mandatory flowdowns and automatically load only the applicable flowdowns and special provisions into our purchasing system's electronic terms library. The outcome resulted in easy access by our Proposal and Shared Services Center teams to incorporate the applicable FAR/DFARS flowdowns into our electronic orders simply by typing in the appropriate internal contract/vehicle reference number.

P2SM: Innovation Alley - Army Applications Laboratory (AAL)
Field Artillery Autonomous Resupply (FAAR) was AAL's first cohort program. Its goal was to deliver autonomous robotic systems and support vehicle resupply operations for next-generation field artillery systems for the Long-Range Precision Fires Cross Functional Team (LRPF CFT) and Program Manager Self-Propelled Howitzer Systems (PM-SPHS). AAL's targeted marketing and outreach generated 87 submissions from companies across 25 states, over half of which had no prior experience working with the DoD. Working with Army stakeholders to narrow the selection, AAL vetted each proposal for business and technology viability. Ultimately, six small businesses participated in the 12-week FAAR cohort program. Companies directly interacted with soldiers and began developing proof of concepts based on how they would solve the problem. They received continuous mentorship from AAL, LRPF CFT, and PM-SPHS. At the end of the program, the companies presented 14 proposed solutions at the cost of around $900,000. Three companies were awarded follow-on contracts to work on complementary prototypes for a holistic ammunition resupply solution. In addition to the prototypes, FAAR delivered the Army's first three direct-to-phase II SBIR awards. Three FAAR companies will demonstrate prototypes with LRPF at Project Convergence 21, less than two years after their first contract awards. Work continues with our FAAR portfolio companies, PM-SPHS, and LRPF CFT, to move from prototypes into fielded technologies for soldiers.
We are the Army Applications Laboratory (AAL), but we’re not a laboratory in the traditional sense of the word. As the U.S. Army’s innovation unit, the AAL is helping the Army become a better business partner for industry by challenging assumptions and redefining the status quo. B06 - How High Performing Procurement Leaders Use Agility to Drive Value
This session will look at how high-performing procurement leaders use agility to drive value for the organizations that they support. Each year, Deloitte surveys chief procurement officers (CPOs) from around the globe to understand current pain points, identify trends, and benchmark industry best practices. The outputs of this year’s survey correlated the attributes and capabilities of study participants to understand what high-performers do differently, and how they harness agility to deliver value even in the face of 2020’s headwinds. Deloitte partnered with NCMA for the 2021 Global CPO Survey to expand insights specific to government procurement leaders. This session will also explore some of the similarities, as well as some of the differences, faced by government procurement leaders compared to their industry counterparts.
