These include cashflow, time, performance periods, relationship building and opportunities. Having government innovators and entrepreneurs is critical to ensure we are systematically able to rethink existing governmental processes, approaches and activities to improve mission outcomes and achieve real mission impact. But how can we identify and train these Innovation Navigators? In this talk, Sabra Horne, entrepreneur in residence at BMNT Inc. and former chief of CISA’s innovation hub, will discuss how to bridge the public sector innovation talent gap. Her talk will look at how we can get better, faster, more effective in quickly identifying problems and finding solutions that will improve mission impact, and how we can provide public sector innovators with the foundational skills and tools needed to accelerate innovation. These include how to build innovation organizations; the necessary functions and resources for innovation; ways to measure progress, metrics to show impact within an organization; and how to communicate successes.

Join this fast-paced workshop to write and respond to Requests for Information (RFIs) in teams. You’ll leave ready to tackle the market research process with a new perspective on communicating across the table. Have you ever received a solicitation and wondered if the potential sellers were responding to the same need you thought you communicated? Why do buyers and sellers sometimes end up being so far off in their perception of the requirement? Enter the need for RFIs and seller capability statements, a critical and sometimes overlooked part of market research and acquisition planning. Buyers may skip RFIs to speed up the process, however, the result is usually the opposite—months or years and unintended costs are added trying to retrofit the requirements statement to the actual need. In this workshop you’ll practice getting this process right from the start! Government and industry will work together to develop RFI statements from the buyer’s perspective and play a seller responding to an RFI with a capability statement. You’ll see how effective your RFI was in real time based on how well seller groups were able to respond and get real time feedback from buyers on how well your seller capability statement addressed the RFI. Deep Dive: Intersection of Contracts and Cybersecurity: Critical Thinking and Risk Mitigation
Cybersecurity in contract management often comes down to who holds financial liability in a worst-case scenario that there is a breach of sensitive information, and it lands in the hands of an adversary.

D04: SOW or PWS - Know What You’re Bidding
The requirements and expectations for SOWs and PWSs are not the same. When sellers cannot differentiate between the two, they may not be responding to the buyer’s need, missing key considerations and resulting in unsuccessful bids. While contracting officers (COs) and contracting officer's representatives (CORs) are often well-trained and -versed in the differences, sellers often treat the two requirements’ definitions as being very similar. Also, sometimes technical, or subject matter experts (SMEs) don't quite get the difference between the two, and they issue a Request for Proposal (RFP) with a "PWS" that is closer to an SOW, or vice versa.
