Fare Evasion: The Free Ride Dilemma
Fare evasion costs agencies millions and fuels debate over enforcement, equity, and zero-fare policies. In this interactive fishbowl discussion, transit leaders will tackle the central question: How to reduce fare evasion while maintaining fairness, sustainability, and public trust? Zero fare policies will be one part of the conversation, in addition to other strategies to improve compliance and rethinking fare enforcement. Federal / State / Local Partnerships in Funding Transit Operating and Capital Programs
Federal relief funding helped keep transit service running during and in the direct aftermath of the COVID-19 pandemic. As that funding has been depleted, transit agencies have looked to state and local governments for funding and legislation to support their ongoing recovery and transformation. The panel will feature state transit leaders who led successful efforts to secure state support for their transit systems and will review the specific form of support they secured from their state Capitols.

Small Business Members Networking Breakfast
This breakfast provides an opportunity for APTA’s smaller business members to engage with and learn about APTA’s major business partners from A&E firms, equipment OEMs, suppliers and technology companies, as well as key transit agencies officials. Using a speed dating format, primes* and small businesses can learn about each other and build relationships for opportunities in the future. Each business will have 3-minute “dating” opportunities to talk about their companies by visiting each designated table. All APTA business members and procurement personnel from our public agency members are invited to come to the breakfast and join in the business-to-business networking fun! Small businesses are particularly encouraged to take advantage. Transit agency procurement officials are encouraged to come to the breakfast to promote their current and future procurement opportunities, including their immediate anticipated procurement requirements. Registration/RSVP FEE: There is no separate registration fee required to participate in the breakfast. RAFFLE: Bring your business card to drop in the basket for a chance to win a special prize. Winners are drawn at the end of the breakfast. * Primes, in this case, are any entity whom in the course of procurement or fulfillment would hire/contract smaller firms. Full T Ahead! Capital Delivery of Unprecedented Scope while Rebuilding Trust
This engaging fireside chat will delve into the MBTA’s bold and accelerated Track Improvement Program (TIP), a game-changing initiative that has revolutionized the agency's operations. Faced with decades of deferred maintenance and systemic challenges, the MBTA launched an ambitious effort to compress 40 years of work into just 18 months—ushering in a new era of innovation, collaboration, and accountability. Panelists will discuss how the TIP not only advanced infrastructure improvements but also sparked a cultural shift across the agency—rebuilding public trust, introducing new business practices, and reshaping how teams plan, communicate, and deliver.
In addition, the MBTA recognized that regaining rider trust required more than operational fixes—it demanded open, honest, and consistent communication. A comprehensive communications strategy was developed to show riders how the MBTA is doing business differently, turning disruption into progress and laying the foundation for a more reliable transit system that is evident with how we do business today. Ready SetGo: How Agencies of All Sizes Can Capitalize on Special Events
For transit agencies, major events are more than just operational challenges, they are powerful catalysts for lasting change. They offer a rare opportunity to test, adapt, and implement service enhancements that not only move massive crowds, but also raise the bar for everyday riders. This Special Event Transportation: Guidance and Opportunities (SetGo) Playbook was designed for agencies of all sizes, providing guidance and considerations, framing questions, and highlighting best practices to manage the unique demands of special events while delivering a safe, seamless, and customer-centered experience. From proactive planning and real-time communication to a focus on “surprise and delight” moments that make transit part of the event itself, SetGo shows how agencies can turn one-time challenges into long-term gains, building rider trust, confidence, and loyalty well beyond the big day. Automated Transit in Action: Current Applications, Operational Impacts, and Future Pathways
Automated transit technologies are no longer just a concept for the future—they are already shaping the landscape of modern transportation systems. This session will explore current real-world applications of automated transit, including autonomous shuttles, buses, and rail systems, and highlight the lessons learned from their deployment. Speakers will examine how these technologies interact with and influence traditional, non-automated transit operations, including scheduling, staffing, safety protocols, and passenger experience. Looking ahead, the session will delve into the challenges and opportunities that lie on the horizon for the broader adoption of automation in public transit. Join us for a forward-thinking discussion on the integration of automated systems, the evolving role of human operators, and what transit agencies can do now to prepare for an increasingly automated future.
