The Safety and Risk Management Seminar continues to address topics related to operations planning and scheduling in response to new travel demands and shifting mobility patterns, environmental management systems, sustainable capital programming, equity in transit service planning and delivery, facilities planning, clean bus technologies, positioning transit as a central strategy for reducing greenhouse gas emissions, and route redesign for enhanced mobility. Chamblee (IOC) Tour
A tour of the MARTA Integrated Operations Center (IOC). The IOC houses Bus Control, Rail Control, and the MARTA Police Department (MPD) Dispatch. The tour will conclude with a showing of the MARTA Emergency Operations Center (EOC). The EOC is operated by the MARTA Police Department and is activated during emergencies and special events. Tour participants will also view special equipment used by the MPD. Sign-in is required at the IOC. Personal Protective Equipment Required: Closed-toe shoes. Please Note: Group A will start at 1:15 PM and Group B at 2:30 PM with each tour lasting approximately 45 minutes. Host Tours
MARTA has graciously agreed to host several tours in conjunction with the Safety and Risk Seminar in Atlanta, GA. Tours will be offered on Tuesday, December 10th from approximately 1:15 PM to 4:30 PM.
Each tour does have a cap for the total number of participants, so please sign up early. You may only sign up for one tour. All tours are on a first-come, first-serve basis. Once tours are full, we may utilize a waitlist, but will only clear people from the waitlist if someone does not show up/cannot make it on a specific tour.
None of the tours require participants to bring their own PPE, beyond closed-toe shoes. Please indicate your tour preference by COB Friday, December 6th at the latest. Streetcar Facility Tour
This tour will travel the streetcar loop, view Atlanta tourist attractions, and arrive at the Light Rail Vehicle Maintenance Facility (VMF). Once at the facility, the tour will focus on Streetcar Operations and maintenance and see the inner workings of the VMF. Personal Protective Equipment Required: Closed-toe shoes. Please Note: Group A will depart at 1:15 PM; Group B departs at 2:15 PM and Group C departs at 3:15 PM with each tour lasting approximately 40 minutes. Newly Implemented Transit Agency Safety, Security and Risk Mitigations

Join us for this joint Safety and Risk Management Session to learn about various newly implemented Safety, Security and Risk mitigations at transit agencies across the US. This includes an override button that IndyGo in Indianapolis has put in place on its buses that allows all doors to open in the event of an emergency. Further, WMATA has worked with an APTA business member to pilot technology to assist with warning of operator fatigue and impairment. Finally, in Los Angeles, LA Metro has implemented various safety and security-related innovations to assist with addressing illicit drugs in their underground subway system. Safety Risk Management Workshop (Optional)
(Safety Track) This presentation provides an overview of Safety Management Systems (SMS) with a focus on Safety Risk Management (SRM) methodologies and tools used to manage safety risks effectively at King County Metro. We will begin with a brief introduction to SMS and its key components, highlighting the importance of SRM in hazard identification and risk assessments. The presentation will get into the SRM process, emphasizing the workflow for identifying hazards with different tools used depending on the size and scope of what was identified, assessing associated risks, and implementing effective risk controls. We will explore various assessment tools used in our SRM process. Including, the risk matrix, which helps in determining the level of risk for all assessments being conducted. The Bowtie assessment, which provides a visual representation of hazard pathways and controls. Additionally, we will discuss the meaning of our comprehensive Hazard Assessment Reports (HAR) and the role of Job Hazard Analysis (JHA) in mitigating risks. By the end of this presentation, attendees will have a better understanding of the practical application of SRM methodologies and tools needed for creating safer operational environments. FTA and Transit Agency Safety Updates: SMS Implementation, PTASP and Safety Committees

Join us to hear about the Federal Transit Administration’s (FTA)’s PTASP final rule, including the requirement for all large and mid-size bus and rail transit agencies to have a 50/50 management-labor safety committee in place. Also hear from the International Transportation Learning Center, a business member who works in conflict resolution, and a transit agency and their experience with the new rule and requirements. After formal presentations for the first half of the session, we will break out into table groups for the last part of the session and discuss Best Practices as a group in terms of implementation of the PTASP final rule and safety committees. This will be an opportunity for a more interactive session, where Seminar attendees will be able to discuss with one another and what they are doing at their home transit agencies to implement the requirements of this important rule, including the 50/50 safety committees. Safety and Security Certification Updates, including the recently published APTA Recommended Practice (RP)

Earlier in 2024 APTA published a Recommended Practice titled “Safety and Security Certification.” This was created to be utilized in conjunction with FTA’s 2002 Handbook on Transit Safety and Security Certification. The Chair of the working group on this document will present out on what is included in APTA’s RP, the various aspects of this important document and how it can be used at bus, rail and multi-modal transit properties throughout the U.S. and Canada for Safety and Security Certification.
