Third Annual Capital Projects Workshop: Alternative Project Delivery Methods
During this interactive workshop, facilitated by APTA’s Capital Projects Committee, attendees will explore the advantages and disadvantages of alternative project delivery methods in planning and executing transit projects. Participants will gain a more thorough understanding of three different, distinct project delivery methods, gain insight into stakeholders’ perspectives and challenges, and identify primary sources of risk associated with each method on a project-by-project basis. A more thorough understanding of delivery methods can help agencies mitigate claims, enhance collaboration with all project stakeholders. and ensure that the most effective procurement method is implemented.

HS&IPR Track: Corridor Development Strategies
The federal Infrastructure Investment and Jobs Act is supporting unprecedented levels of investment in America’s passenger rail network. This has enabled transformational visions such as that represented though Amtrak’s Strategy for America’s high-speed rail future, as well as regional visions such as the Utah Transit Authority’s transition from commuter rail to regional rail. Speakers will highlight ambitious strategic planning initiatives and the market assessment, capital programming, political engagement, and public outreach efforts needed to implement such visions.

Cost Containment Strategies in a Time of Escalating Project Costs
The cost for public transportation infrastructure in the United States is (by many accounts) consistently higher than it is elsewhere in the developed world. In this session we will consider new research as we explore why this cost discrepancy exists, and what can be done to contain costs. Creating master plans, coordination between government agencies and strong public/private partnerships are among the strategies that will be considered. Panelists will highlight cases that have worked to lower the cost in the US and abroad.

Planning: Think Slow, Act Fast
How can we best plan to make transit systems and services useful and accessible for all riders? To integrate bus and rail services as one? To offers flexibility for operators and maintenance staff all while increasing ridership and reaching new service areas? To make creative use of tools to forecast ridership before a project is launched? To better understand and communicate the low-carbon benefits of transit investments? This session will address these questions, while emphasizing the importance of good planning as project as developed. Think slow, act fast!

Making Joint Development with Federal Financing a Reality – A Listening Circle Collaboration
USDOT, FTA, HUD, transit agencies, and private developers share visions of joint development and the ability to providing community benefits such as affordable housing through public-private partnerships. Yet while new financing tools from the USDOT’s Build America Bureau TIFIA and RRIF programs have been well intentioned to accelerate these opportunities, synchronizing funding cycles and addressing imposing BABAA and other regulatory impacts on private partners raises the question: ‘With Federal agencies now focused on a more aligned ‘whole of government’ approach, how can Federal partners collaborate to develop guidance that will ensure a path to joint development success?’ Speaker(s): Moderator: Shyam Kannan, Mid-Atlantic Transit Lead, HDR Panelist: Jonathan Ahn, Project Manager, BRT Operations, Metro Transit Panelist: Jacob Sacks, Project Development Lead, U.S. Department of Transportation, Build America Bureau Panelist: Jamie Adelman, VP, Finance, Dallas Area Rapid Transit Panelist: Darrell Smith, Director, Statewide Project Development, Maryland Transit Administration Panelist: Laura Grams, Transit Planning Lead, HDR Panelist: Adie Tomer, Fellow, Brookings InstitutionLocation: Room 10 Hall (Exhibit Level), Huntington Convention Center SPONSORED BY: WSP |

GCRTA People Strategy – Eliminating Barriers to Attracting, Training, and Retaining Talent
GCRTA faced workforce shortages exacerbated by the pandemic, prompting a strategic overhaul in attracting, training, and retaining talent, especially in critical roles like operators and mechanics. Initiatives included revising wage progressions through labor union-management partnerships, expanding recruitment outreach with various stakeholders, and improving training programs and apprenticeships with educational institutions. Technology upgrades streamlined HR processes, while employee referral programs and social media campaigns broadened the candidate pool. Emphasizing a unified culture under "OneRTA" fostered teamwork and morale. These efforts led to a record-setting 462 hires in 2023 across all work segments, notably in operator positions. By prioritizing workforce development and collaboration, GCRTA positioned itself as a premier employer in Northeast Ohio, addressing workforce shortages and ensuring continued service excellence. Driving Innovation: Progressive Design-Build in Rail Transit
Project delivery has evolved from traditional Design-Bid-Build (DBB) to collaborative methods like Progressive Design-Build (PDB). PDB involves early collaboration between the owner, designer, and contractor, aiming to better allocate risk, save time, and ensure fair pricing. Explore insights from LA Metro's use of these alternative program delivery methods.

Transit Agency Approaches to Personal Security and Public Safety
One of the barriers to increasing transit ridership can be the perception that transit is unsafe. Incidents of harassment, crime, and violence on transit vehicles and near transit stations and facilities make headlines daily. This session will focus on a systems approach for transit agencies to use in developing their public safety programs thus enhancing the safety and security of both employees and transit riders.

Optimizing Project Delivery: The Owner’s, Consultant’s and Contractor’s Perspective
Each participant in a major transit capital project – the transit agency, the planning and engineering consultant, and the contractor – brings a unique perspective to the project and plays a specific role in implementing the work. Successful project delivery depends on each not only performing its part, but also “staying in its lane” and respecting and supporting the work of the others. Too often the different parties don’t fully grasp the challenges and pressures faced by the others, leading to potential controversy or dysfunction, delays and claims. This session explores how owners, consultant and contractors can best work together to optimize project delivery by enabling each party to do what it does best.

Simulating Short-Turn Track Arrangements
Rail transit systems such as subway lines are typically designed with frequent services (with short headways) particularly during morning and afternoon peak hours or across segments of network with high traffic demand. However, services through the tail of subway lines or during off-peak hours may need to be turned into short-turn services that requires specific track layouts such as pocket tracks or double crossovers at stations where certain trains are planned to return to their origins rather than continuing towards the end of the line. This presentation analyzes a scenario of considering pocket track layout against double-crossover alternatives assumed at an existing terminal of Line 2 of Toronto Subway system.

Rail Transit Systems Cybersecurity Solutions for Enhanced Preparedness
Understanding cybersecurity for rail transit systems, the threats that are emerging as well as the vulnerabilities that exist, is paramount to designing and delivering a transit agency cybersecurity program that focuses on standards, procedures, technology, personnel, and training. Cyber-attacks could potentially target communications and navigation systems, power grids, and various elements of the transportation sector to disrupt the nation’s ability to command and control operations. Session attendees will gain information regarding resources, regulations and best practices in place.
