Supporting the Next Generation of Women Engineers
This session will share information and data why women continue to be underrepresented in the field of engineering. Panelists will discuss industry data and the barriers women face once employed in the engineering field recognizing that only 14 percent of all professionals working in engineering are women. Optimizing the MWBE/DBE Relationship With Primes
Creating meaningful opportunities for MWBE/DBE subconsultants to participate in major infrastructure and transit projects is essential for growing the transit industry and fostering diversity, equity, and inclusion. Such participation also helps the Primes, which benefit from the expertise and contributions of MWBE/DBE firms, both to enhance their teams' skills and perspectives and to meet procurement goals. Making the Business Case for D&I: Collecting the Right Data to Support DEI
This presentation will center around use cases that highlight how transit agencies are utilizing tools and partnerships to promote equity. For example, MasterCard is working with transit systems across the country to accelerate digital payment adoption and payment flexibility including new techniques such as wearables and loyalty programs to reach all segments of the population. In addition, you will hear about Caltrain’s commuter rail line extension preliminary business case that incorporates its Framework for Equity, Connectivity, Recovery, and Growth into its goals, objectives, and evaluation criteria for selecting project alternatives. DEEP DIVE: Building Transit Ridership While Addressing Community Workforce Housing Needs
Themes from the General Session will be probed in greater detail. Private sector entities are partnering with transit agencies to deliver affordable housing and transit-oriented communities. Some of these partnerships include the largest companies in the world and are starting to break ground in multiple locations across the nation. Amazon’s $300 million TOD commitment are partnerships with public transit agencies to support the creation of 3,000 new affordable homes near high-capacity public transit areas. This partnership focuses on promoting equity across racial and economic lines for low- to moderate-income communities by providing easy access to quality transit that connects them to the rest of the region.
Among those investments, the Fund committed $100 million to developers working with Sound Transit in Washington state; $125 million to developers working with Metro in the Arlington, Virginia-Washington, D.C. area; and $75 million to developers near WeGo Public Transit locations in Nashville, with the goal of creating 800 affordable homes near active transit corridors in each location by or near 2026. During this meeting, panelists will discuss the pros/cons, pitfalls, and triumphs of these unique and exciting partnerships. Envisioning Innovative Approaches to Transit Public Safety and Security
Transit agencies are reimagining their public safety programs. Resourceful approaches to public safety involve crisis awareness training for transit employees that serve to promote safer interactions with people experiencing mental health and drug addiction issues, the deployment of social workers to assist the unhoused and encouraging employees and passengers to communicate safety and security concerns discreetly with transportation control centers via mobile apps. Utilization of Technology to Improve Rail Safety
This session will showcase perspectives from multiple APTA business members, and the technologies they have created that can be used to enhance safety on railroads and in rail transit. One such technology includes IoT Connected Rail, which combines data from multiple sources to improve rider and operator safety and alert for intrusions, wrong side door openings and grade crossing issues. Another rail safety technology to be discussed is portable Laser Track Analyzers, used to provide real-time data on how rail cars are performing and to determine if they are doing so in a safe manner. In addition, an Encroachment Detection System (EDS), used to detect small and large objects approaching the rail lines, will be discussed. Finally, LiDAR detection systems, designed to enhance the awareness of operators by detecting approaching vehicles, pedestrians or other obstacles, will be presented.

SMS/PTASP Implementation, Safety Committees and U.S. DOT Safety Rules
Join us for this educational and important session on Safety Management Systems (SMS) and Public Transportation Agency Safety Plan (PTASP) Implementation, FTA-mandated Safety Committees, and current and future safety rulemakings at U.S. DOT. On the panel we will include representatives from the Federal Transit Administration, as well as three railroads and transit properties, including WMATA, Metrolinx, and PRT. The FTA will discuss the PTASP rule (including the recently published NPRM), Safety committee requirement and upcoming safety rules in 2023. In addition, a representative from WMATA will discuss SMS and a Safety Culture Assessment the agency performed recently and what they are doing to improve upon the assessment's findings. Metrolinx in Onatrio, Canada, will discuss their Safety Assurance methodology, which was awarded the 2022 Rail Safety award by the Railway Association of Canada. Safety and Security Certification of Rail Projects
During this panel session, attendees will hear best practices in regard to safety and security certification, both in North America as well as internationally. A representative from the Parsons Corporation will speak about how to effectively set up a Safety Certification program in rail and the components for doing so. Transit Safety Solutions will discuss the constraints of cost, time and scope when conducting Safety and Security Certification. Another APTA business member, Hitachi, will discuss management of standards and the differences between the FTA and CENELEC certification processes as well as the process of moving from Excel to DOORs for developing safety and security certification checklists. Finally, Sound Transit and its contractor, Talson Solutions, will discuss auditing of the agency’s Safety and Security Certification programs. To wrap it up, the session moderator will update attendees on the APTA Safety and Security Recommended Practice document, slated to be published later this year.

Hydrogen is on Track: The Rise of Hydrogen in Commuter and Intercity Rail in US and Across the Globe
Hydrogen rail technology is being considered across the globe for commuter and intercity rail corridors. The rise in hydrogen is due to a focus on decarbonization in the transportation sector. This session will cover the technology and its implementation in California and abroad.
Abroad hydrogen for railways are being utilized, under testing or consideration in several countries including the UK, Germany, and Italy. In California, Caltrans is pushing to convert its full fleet of intercity locomotives to zero emission, or ZE, by 2035. Plans call for the trains operated by local transportation agencies to be powered by hydrogen, considered a sustainable, less-polluting and potentially cost-effective alternative to fossil fuels and other sources of energy. Hydrogen power will put California’s passenger train fleet on the fastest track toward a zero-emission future. In September 2021, a landslide in the coastal community of San Clemente caused the railroad to shift 14 inches, resulting in the emergency rail line repair and suspension of all train services. A second landslide in April 2023 has shut down the rail line again. Unfortunately, these are not isolated incidents, as the incessant rise of sea levels poses a significant threat to thousands of miles of coastal rail right-of-way. FTA Capital Investment Grant Program Workshop
The Bipartisan Infrastructure Law significantly increased funding for the Capital Investment Grants (CIG) Program and the Expedited Project Delivery (EPD) Pilot Program -- discretionary grant programs for expanding the reach and capacity of public transportation. FTA will discuss the CIG statutory evaluation criteria for New Starts, Small Starts, and Core Capacity, advancing through the CIG process, and recent CIG program developments. FTA will also discuss the EPD statutory requirements, notice of funding opportunity, application requirements, and timelines. Opportunities for questions are provided.
