California: A Hotbed for High-Speed and High-Performance Intercity Rail
California is setting a national standard for investment in passenger rail. Panelists will describe activities currently underway in various regions of the state. TAM: Assessing our Foundation while Looking Forward
The process of developing the 2022 asset management plans has allowed agencies to assess their progress in their asset management practice and identify areas for potential improvement. Agencies may have identified strong competencies in some elements, such as inventories and condition assessments, and challenges, such as policy and strategy. Many agencies are still developing processes around the collection and curation of asset management data and looking for ways to integrate asset management concepts into decision-making. Brownfield CBTC: Achieving Throughput and Collision Avoidance
CBTC is a train control and collision avoidance technology that has proven particularly challenging for an existing rail system to adopt. Multiple rail agencies are in the process of adopting CBTC due to its ability to decrease headway between trains and also acheive collision avoidance. State of the Art on Track Inspection Technologies
Track inspection technologies are becoming more and more automated. These technologies allow more track to be inspected in the same amount of time and arguably with higher accuracy for many elements. Machine vision is replacing the human eye to detect missing or broken components such as ties, fasteners, etc. Two technology providers will provide their updates and an agency member will provide their application and practice of these technologies.

FTA Capital Investment Grant Program Workshop
The Bipartisan Infrastructure Law renewed the federal commitment to Capital Investment Grants as a competitive program for expanding the reach and capacity of public transportation. Representatives of the Federal Transit Administration will provide an in-depth review of guidelines and procedural requirements applicant need to know as they seek funding through this enhanced program. FTA representatives will discuss and clarify timelines, criteria, and current policy priorities, with the opportunity for questions. Discussion will cover Small Starts, New Starts and Core Capacity projects, and provisions in the new law on Transit Asset Management and new project bundling authority. Leveraging Technology for a Safer System
Transit has many tools at their disposal to ensure passenger safety. In this session, we will explore technology that provides autonomous monitoring of Highway-Rail Grade Crossings, Collision avoidance systems, Track Circuit Monitoring, and Platform Screen Doors (PSDs). As train-vehicle collisions at crossings continue to be a major issue in the US, we will hear from Wi-Tronix on their Artificial Intelligence (AI) solution for active warning system status detection at Highway-Rail Grade Crossings. Piper Networks will go over how using multi-sensor Limits Compliance and Collision Avoidance Systems (LCCAS) will help improve MOW safety. Additionally, we will go over key use cases for an LCCAS system and the potential issues when deploying in challenging environments. We will also hear about the Track Circuit Monitoring system, aka Loss of Shunt monitoring tool, that has been implemented for years in major transit operations such as Washington Metro (WMATA), Atlanta (MARTA), Chicago Transit (CTA), and Denver (RTD), presented by Rail IT, LLC. Technology for Better Asset Monitoring
Join us to learn about innovative ways to monitor and inspect your assets. First, we’ll hear about remote condition monitoring of rail infrastructure and how it’s driving the maintenance of fixed infrastructure assets towards a ‘predict and prevent’ strategy. We’ll then discuss the benefits of combining multiple inspections technologies on a single rail car, and how geometry testing technology and LiDAR / Video modules enables Agencies to collect more data about more asset types without adding additional traffic to their networks. Safety Certification for New Construction
Join us for this informative session on Safety Certification processes taking place on new construction throughout the rail transit industry. During this session, an APTA business member, Gannett Fleming, will present on the safety certification framework for railway networks currently applied in Europe and Canada. Further two transit systems, San Diego MTS and Denver RTD will discuss best practices applied to safety certification. MTS will provide an overview on safety certification that took place on its new fully grade separated 11-mile, 9-station line from San Ysidro to University Town Center in La Jolla. Further, RTD will provide an overview of the of the 13-mile North Metro Commuter Rail corridor and steps taken to safety certify the project. Finally, there will be a presentation on APTA’s recently created Safety Certification Recommended Practice effort and this working group’s next steps for publication.

The Metropolitan Transit System invites you to tour the Light Rail Vehicle Maintenance Facility for a behind-the-scenes look at the agency’s equipment, vehicles, machinery and more. Mid-Coast Extension Technical Tour
Join us as we travel the Mid-Coast Extension along the Blue Line North on a Siemens S700 Low Floor Train. The Mid-Coast extension opened on November 21, 2021, extending the Blue Line from the San Ysidro International Border to University Town Center in La Jolla. We will stop at some key stations, highlighting architecture and integrated transit connections. The 11-mile extension is a combination of elevated and at-grade track infrastructure with nine passenger stations and four park-and-rides. The Metropolitan Transit System (MTS) operates at speeds up to 55 MPH on this extension, offering fast, frequent and direct service to major employment centers, restaurants, movie theaters, shopping malls, colleges and hospitals.

Zero Emission Rail: Vapor No Smoke
Rail is an extremely fuel efficient mode especially rail transit. Many commuter rail operations traditionally have operated with diesel propulsion or using electricity. Building An Employee Mental Health Care Program Within Your Agency: VTA’s Story
Employees within the public transit agencies and organizations face stresses every day but the pandemic and the rising strife in the nation and the world over the last few years have increased the pressures on our mental health. Santa Clara Valley Transportation Authority (VTA) experienced a horrendous mass shooting and cybersecurity attack that exasperated the conditions of major stresses on their employees. This session describes the activities that VTA undertook, in collaboration with labor, County services, and the mental health professionals community, to build a comprehensive mental health program that supports the employees through their healing journey but will also be sustained over time. Safety Management Systems (SMS) and Agency Safety Plan Implementation
In July of 2021, the FTA’s Safety Management System (SMS)-based Public Transportation Agency Safety Plan (PTASP) Final Rule was finalized, and all large bus and rail transit systems certified that they had an agency safety plan in place. Join us for this important session to learn of FTA’s next steps for the PTASP, including the implementation of SMS, triennial audits, and updates made through FTA’s Dear Colleague letter put forth in February of 2022. On the panel we’ll also include an APTA business member, MITRE, who will walk us through SMS implementation and safety culture, especially as it pertains to aviation and now transit. Finally, two transit agencies, SD MTS and WMATA, will present regarding their experiences with SMS implementation, including drafting and implementation of the PTASP (SD MTS) and safety assurance (WMATA).

Mid-Coast LRT Program
The 11-mile Mid-Coast Extension of the UC San Diego Blue Line Trolley opened for revenue service November 2021, allowing for a single seat ride between the international border and communities south of Downtown San Diego all the way north to the UC San Diego Community.
