Bus Operator Assault Prevention and Management: FTA/Transit Agency Programs, Technology and the Bus of the Future
This session will detail the growing problem of bus operator assaults, and methods to prevent and manage this trend. There will be a presentation from the FTA regarding programs implemented nationwide to prevent and handle transit worker assaults. Further, an APTA business member will discuss the use of an app that can assist operators and passengers in reporting assaults in real-time to dispatch as well as the authorities. A transit agency will discuss what they have done to deter assaults, including the implementation of comprehensive bus barriers. Finally, the “Bus of the Future” project will be discussed, including bus redesigns to improve operator safety and visibility. Closing General Session: Strategies for Decarbonizing the Transportation: Transit’s Central Role
The transportation sector collectively causes contributes more greenhouse gas emissions than any other sector of the economy. A partnership among the federal Department of Transportation, Department of Energy, Environmental Protection Agency, and Department of Housing and Urban Development has produced “The U.S. National Blueprint for Transportation Decarbonization: A Joint Strategy to Transform Transportation.” Federal partners will describe the multi-modal, multi-sector and public-private partnership approach required to make big strides in reducing green-house gas emissions from transportation while advancing equity, environmental justice, safety, and economic growth. The initiative has a strong focus on the significant impact land-use and affordability have on transport demand. Complementing the remarks those remarks, local examples of transit agency initiatives to reduce ghg emissions will further illustrate public transportation’s central role..

A speed dating format designed to help bus OEMs, sub-suppliers, contract operators, public agencies, and major A&E firms strengthen their business relationships and find new S/DBE business partners. Safety Management Systems (SMS)/PTASP, Safety Committees and Safety Certification: FTA, Transit Agency and Business Member Examples
The session panel will discuss Safety Management Systems (SMS) overall, how transit agencies are implementing their PTSAPs, safety and security certification, and the creation and implementation of the Bi-partisan Infrastructure Law (BIL)-mandated Safety Committees. The FTA will also present on upcoming 2023 safety rulemakings and Safety Risk Management (SRM). We will also include presentations from two APTA business members, with the topics of “How to Build a Solid Safety Assurance Plan” and “Scalable Safety and Security Certification” being discussed. TOUR: Where It All Comes Together: Transit Agency / City Project Partnerships in Downtown Minneapolis
Downtowns contain some of a transit system’s most critical connections—but are also places where space for accommodating many transportation modes is at a premium. Within the limited space available, transit agencies need to successfully coordinate with their partner agencies to balance transit operations and facilities needs with other roadway uses including bike lanes, parking, and car traffic. On this walking tour of lanes, BRT stations, and stops within a few short blocks of the conference in downtown Minneapolis, learn how Metro Transit and their municipal partners turn potential obstacles into opportunities to deliver these projects and integrate modal networks at the heart of the city and beyond.

TOUR: Metro Transit’s Newest Operating Facility: North Loop Garage
After years of planning and nearly 3 years of construction, Metro Transit opened its newest bus garage March 18, 2023. Take a tour to hear from the Engineering and Construction team members who worked to deliver the new 350,000 sq ft garage with capacity for more than 200 buses on an 11-acre site in Minneapolis’ North Loop neighborhood, adjacent to downtown. This garage is electric bus ready, features an exterior solar thermal wall, extensive daylighting into work areas and a state-of-the-art rainwater recovery system that will be used as part of the bus washing system.

TOUR: BEB’s Below Zero: Metro Transit’s Battery-electric Bus Pilot Program
In 2019, Metro Transit launched into service a pilot program to evaluate 60’ battery-electric buses side-by-side with 60’ diesel buses on our new C Line arterial bus rapid transit service in arguably the harshest operating conditions in the United States. Join our technical teams for a site visit with an overview of what we have learned from our pilot program. We’ll take a ride in the buses plus visit our depot and on-route charging infrastructure. Before we wrap up, we’ll give you a glimpse into the future by covering our Zero Emission Bus Transition plan, submitted to the MN Legislature in 2022.

TOUR: New Flyer St. Cloud Production Facility
New Flyer is North America’s heavy-duty transit bus leader and offers the most advanced product line under the Xcelsior® and Xcelsior CHARGE® brands. During this tour experience everything our 352,000 sq ft manufacturing facility located in St. Cloud, MN has to offer. Attendees will have the opportunity to view every stage of our production process on our world class assembly line that is capable of manufacturing battery-electric, clean-diesel, hybrid-electric and CNG buses. Attendees will learn from our subject matter experts on New Flyer’s 5S and Lean Manufacturing practices and will get up close and personal with zero-emissions technology such as our battery build-up area and charging infrastructure.

Metro Transit’s Approaches to Operator Recruitment & Retention
Like nearly all agencies, Metro Transit has been competing in a challenging labor market for years. We pride ourselves on a collective approach to “improvise, adapt and overcome” and celebrate success when the stars align. This interactive session will include an overview of several successful approaches to recruiting bus operators including our certified Apprenticeship Program and our paid Commercial Learner’s Permit training program paired with retention strategies including our Leadership Academy and Great Workplace Initiative.
